Permanent Contract : Full time, 37 hours per week : Grade 7

We have both ends of the planning spectrum: growing towns, including a significant planned urban extension, ambitious town centre regeneration projects, all within the attractive landscape of the Chilterns AONB. We aim to guide and facilitate growth so as to safeguard our precious countryside and ensure that our infrastructure and town centres meet future challenges. We have been successful with an award of Housing Infrastructure Funds and are now gearing up for delivery, whilst continuing to deal with a caseload of large housing and other development proposals.

Situated within the Infrastructure and Projects team and working closely with Planning Policy and the Highway Authority, key responsibilities of the post include:

• To be the project lead on agreed infrastructure delivery projects including identification of and monitoring of budgets, ensuring effective and efficient project management

• To manage other project officers as appropriate and external project staff including consultants in relation to individual projects

• To oversee the effective and efficient operation of the CIL system and provide high level support on all aspects of developer contributions

• To take the Council-wide lead on the allocation of CIL and section 106 funds coordinating with Service and Infrastructure Providers and community, member and stakeholder engagement

We are looking for someone who already has significant experience with CIL and who wishes to take a leading role in infrastructure funding and delivery, with a particular focus on developer contributions, both CIL and section 106 - someone who is equally at home with a spreadsheet as with a set of plans. The candidate should be well organised, literate and numerate and used to working on their own initiative. They should have a background in Planning and be qualified to degree level. They should enjoy dealing with other people both inside the Council and externally. They must be able to communicate confidently and effectively, sometimes in difficult situations.
